Vigorous development of culture and sports. In 2012, Xiaogan was successful to hold the Forth Municipal Sports Meet, Ninth Filial Piety Festival and Fifth Provincial Chu Opera Art Festival. In 2012, the municipal library had handled and exchanged over 10,000 library card and served more than 400,000 readers and the book circulation in the library reached some 300,000. The municipal public art museum had set up 5 activity rooms with over 500 persons from 16 amateur art teams participating in all kinds of activities all over the year. Besides, it had served a total number of over 10,000 people participating in culture events across the whole year. The municipal museum had held 3 exhibitions participated by more than 30,000 people. In addition, Xiaogan was successful in application and establishment of 5 provincial sports reserve talent training bases, ranking first in Hubei Province the same as Yichang City. It had also successfully undertaken 7 provincial contests, among which Shooting and Judo Tournament were regarded as the best competition area in the province. What’s more, in 2012, Xiaogan had developed and demonstrated three full-scale dramas, namely “Winter Lotus”, “Huaiyin Ballad” and “Gui-Zhen Wang”, among which “Winter Lotus” and “Huaiyin Ballad” won the Best Integrated Award of Chu Opera Art Festival and “Winter Lotus” also won the Award for the Best Play in the First Hubei Arts Festival.
New progress has been made in health sector. There were 420 medical and health organizations (excluding village clinics) across Xiaogan City, which was composed of 39 hospitals, 69 community health service centers (stations), 114 health clinics in townships, 8 outpatient departments, 130 clinics, health-centers and dispensaries and 60 other health organizations. There were 6600 doctors and 14,400 sickbeds in Xiaogan City, which meant 1.38 doctors and 3.0 sickbeds for every 1000 people in Xiaogan City. In addition, there are 24,700 in-service health workers, which mainly includes 16,800 medical technical personnel accounting for 68%, 5200 medical practitioners, 1400 assistant medical practitioners and 600 registered nurses. Besides, the doctors-to-nurse ratio was 1.1:1.
