Land policy 


If industrial enterprises are established by purchasing newly-purchased land or purchasing the state-owned or collective stock assets, these enterprises need to comply with the relevant control standards in industrial land use planning, and legally obtain the land use right of industrial land in the form of investment attracting, auction and listing, with the transfer duration as 50 years. Investors could legally enjoy the land use right. Within one month after preparing relevant land formalities, county government supports the infrastructure construction of enterprise based on the amount of 50% of total land price (the minimum price for industrial land of Dawu County is RMB64,000 yuan/mu) (namely: the actual land price undertaken by merchants outside the county is RMB32,000 yuan/mu). As for establishing the industrial zone project with the land area at above 500 mu and the significant projects with fixed-asset investment at above 100 million yuan, county government supports the project to be used for the infrastructure construction of enterprise based on the amount of 80% of total land price (namely: the actual land price undertaken by merchants outside the county is RMB12,800 yuan/mu).


Financial support  


Since the operation day of enterprises, they should pay the corporate income tax based on tax policies, in the first two years, county finance appropriates certain money from the disbursed bonus of award fund for enterprise development based on the limit capital of corporate income tax paid by enterprises for the development of enterprises; from the third year to the fifth year, county government appropriates certain money to enterprises based on 50% of the limit capital of corporate income tax paid by enterprises. Based on VAT to be paid in tax policy, in the first three years, county government appropriates certain money to enterprises based on 60%, 50% and 40% of the limit capital for the retained part in the county-level finance from the disbursed bonus of funds for the technical transformation and development of enterprises. As for high-tech enterprises or leading enterprises for agriculture industrialization, the corporate income tax which is paid by enterprises based on tax policy is implemented based on relevant polices; besides, county government appropriates certain money to enterprises based on 50% of the limit capital of corporate income tax paid by enterprises in the sixth and seven years; the corporate income tax which is paid by enterprises based on tax policy is implemented based on relevant polices; besides, county government appropriates certain amount based on 40% of the limit capital of for the retained part in the county-level finance from the disbursed bonus of funds for the technical transformation and development of enterprises in the fourth and fifth years. 


Charge preferences  


In the project construction duration, kinds of administrative charges that belong to the income of the county departments are exempt, transaction on certificates are only charged the cost fee. The administrative service charge in the county is not higher than the minimum levied standard.


Encouragement policies  


Encourage the technical innovation of enterprises. County government vigorously cultivates the high-tech enterprises, as for enterprises considered as high-tech enterprises above provincial level, one-time incentive is provided to them based on RMB 300 thousand yuan for national level enterprises and RMB100 thousand yuan for provincial level enterprises (do not award the same regained enterprise after verified). Encourage enterprises, universities and research institutes to establish key laboratory, research and development center and technical public service platform during the cooperation and respectively provide awards RMB 300 thousand yuan and RMB100 thousand yuan for the newly-identified national level and provincial level technical centers (inspection centers); award other technical innovation and brand construction based on the original policies of County Committee and county government. 


Administrative services  


As for the introduced significant enterprises, County Committee and county government establish the special team and provide tracing service for them to specifically take charge of relevant work in project construction and production operation. Administrative Committee in the development zone takes charges of tracing, coordination and service on the established enterprises by merchants outside the county, implements one window transacting external businesses with “a coordinated process” service and prepares other formalities for others. 


Service commitments 


Supporting services 


Provide electricity, water supply, pollution discharge, road, telephone, wide-band network, mobile communication and cable TV for investors, after those facilities are installed and constructed out of planned red line in factory area for free by relevant organizations and leveled for the selected site in charge of county government. 


Environmental services 


Carry out the registration and licensing system after entering the zone. If departments and units in the county need to implement the inspection, acceptance, charging and penalty at enterprise site or organize and carry out activities for appraisal, exhibition participation and training, they must be registered and permitted by Administrative Committee in the development zone.  


Implement agency service system, two-isolation system, 25-day silence system and listing protection system for investors. Public security in the county prepares and issues the service card for contact to implement the high-quality judicial service on investors. 


Establish and improve the “through train” system for listed service of key enterprises for “four leading” leaders in the county, implement the tracing service made by one county-level leader, one department subordinate to county and one coordination special team for investment solicitation enterprises with fixed assets at above 50 million yuan to accelerate the fast settlement of enterprises signing contract, fast start-up of enterprises which have settled down, fast completion of enterprises under construction and fast arrival of effect for enterprises into operation. Strictly implement service commitment system, first inquiry responsibility system, fulfillment within specified time and united office system to provide high quality and efficient service for development of enterprises. Vigorously carry out department joint enforcement, spare no effort to solve problems like functional intersection and duplicate law enforcement and reduce the number of them occurring in enterprises to great extent. Widely carry out no punishment for first commitment and minimum punishment system, take measures for behaviors of enterprises not conforming to specifications in production and operation with educational correction as main pattern, no punishment for first commitment; implement the non-exempt penalty based on the lower limit of specified regulations. 


Financing services 


People’s Government in the county establishes the guarantee system for small and medium-sized enterprises and provides financing service with certain amount for projects with wide market prospect and favorable economic benefits. 


Development and Reform Bureau, Economic and Informatization Bureau, Finance Bureau, Poverty Alleviation and Development Office and Technology Bureau in the  county assist enterprises to actively strive for corresponding project capital, technical innovation capital and policy loan with subsidy for interest. 


People’s Government for the county enlarges the coordination intensity to encourage financial sectors to provide financial service.   


Establish Finance Office for county government, thoroughly promote the cooperation among government, bank and enterprises, reinforce the association of government and enterprises, encourage and support financial institutions to customize the credit products, innovate the credit varieties with suitable trial sale route and controllable risk and satisfy the financing demand of enterprises to maximum limit. Improve the incentive mechanism for credit input, focus on reducing the credit cost, guide enterprises to reinforce the construction for credit system, fully accelerate the initiative of financing institution in increasing credit input. Speed up the construction on credit guarantee system of small and medium-sized enterprises and construction on newly built credit guarantee companies of small and medium-sized enterprises; county finance provides partial support from capital for risk compensation of credit guarantee of small and medium-sized enterprises in the county, encourages credit guarantee companies of small and medium-sized enterprises to develop businesses, and county finance provides awards with certain ratio based on the development of businesses. Support the setting of small-credit companies and financing institutions like foreign capital banks and joint-stock commercial banks to set up branches and strengthen the competitiveness in financing service. Encourage enterprises with certain conditions to be listed for financing, become stronger and larger and set up the special funds for enterprise to be listed on market; the subsidy for enterprises to enter the coaching period for listing on market is 300 thousand yuan, as for material declaration for listing on market, enterprises will be provided another subsidy at 300 thousand yuan by CSRC and another subsidy at 400 thousand yuan after passing the review by Issue and Review Committee.
